The next day, Prabhavati curiously asked the parrot, «Shuka, did Raja Vikramarka find out the reason for the fishes’ laughter?» 

The parrot replied, «Madam, the Raja himself has found out nothing. That morning, he summoned the Brahmin daughter, Balapandita, and said to her, ‘Yesterday you said I could find out everything myself. But I still haven’t found out anything.’ 

Balapandita said, ‘If you, Raja, haven’t understood anything, even after my explanations, then listen. A chief minister named Pushpahasa has been imprisoned without cause. Why was he imprisoned?» 

The Raja observed, «Finally, Pushpahasa’s laugh, as his name suggests, remindes flower. When he laughs at me at the reception, his mouth emits flowers. News of this spread to other kingdoms, and people were sent there to witness this wonder. But upon arrival, he stopped laughing, and no more flowers appeared. For this he was imprisoned.»

Balapandita said, «Raja, Why did the advisor stop laughing? Raja, have you discovered the reason or not?»

Raja answered: «I have discovered nothing.»

Balapandita said, «Then what? Have you not committed any sin by using such a phenomenon?

There is a saying:
A raja should receive his kingdom by law, and by law should he govern it.

Thanks to the sovereign charter, the governor becomes the protector and eliminater of all fears.
